Rick Dakin
Mr. Dakin is a recognized industry leader in Information Technology controls
development and testing, including risk assessment, policy development,
compliance assurance and IT control program oversight. He has designed and
deployed risk management plans for agencies and regulated commercial concerns
throughout the nation and supervised IT controls assessment for Sarbanes Oxley,
Gramm Leach Bliley, HIPAA, FISMA and Payment Card Industry (PCI) examinations.
Mr. Dakin presents regularly to national audiences interested in administrative
and technical security compliance solutions developed to meet emerging
regulatory requirements for information security and privacy imposed by HIPAA,
GLBA, Sarbanes Oxley and other federal regulations. He also provides security
guidance to numerous government and commercial organizations regarding
compliance with Homeland Security initiatives. Previous experience includes
leading forensic analyst teams investigating cyber crimes throughout the United
States.
Mr. Dakin is a graduate of the United States Military Academy at West Point,
and he holds an MBA from the University of Oklahoma. He serves as the current
president of the Denver chapter of the FBI's InfraGard Member Alliance.

John Mencer
John Mencer was a Special Agent of the FBI for 24 years, until his retirement
in 2002. During his career, he served in Newark, NJ, at FBI Headquarters in
Washington, DC and in Denver, CO. He has management and investigative expertise
in many areas, including Computer Crimes, Critical Infrastructure Protection,
Terrorism, Foreign Counterintelligence, White Collar Crime and Privacy Law.
During his assignment to the Denver Division, he supervised a White Collar
Crimes Squad, the multi-agency Metro Gang Task Force and he founded and
organized the division's first Cyber Crimes Squad. The squad's range of
responsibilities included critical infrastructure protection, computer
intrusion and internet fraud; intellectual property rights crimes and computer
forensic examinations. Mr. Mencer also founded the Denver Chapter of InfraGard
and co-founded the Colorado Regional Computer Forensic Laboratory @Douglas
County.
Mr. Mencer has a Juris Doctor degree and a Masters of Science in Financial
Planning. He is admitted to the bars of the states of New Jersey and
Pennsylvania, and is a member of the Board of Advisors of the Rocky Mountain
Center for Homeland Defense at the University of Denver.

Harley D. Rinerson, CISM
Mr. Rinerson has an extensive career in government information technology.
Until recently he served in the Office of the Governor as the State of
Colorado's Chief Information Security Officer where he initiated and developed
Colorado's Information Security Strategy and the Colorado Information Security
Program. He also serves as the Chief Information Officer for Colorado's
Department of Military and Veterans Affairs where he developed Homeland
Security/Defense strategy for Colorado in communications interoperability,
integration, and information sharing. He has provided additional community
leadership as Colorado's representative to the information security Multi-State
Information Sharing Analysis Center (ISAC) and is current President for the
Federal Bureau of Investigation sponsored Denver Chapter of InfraGard.
His previous background as a United States Army Signal Corps Officer allowed
him to gain extensive experience in communications. Previously held positions
include Systems Integrator in the Pentagon for the Army's terrestrial tactical
communications systems, Special Operations Command communicator in Panama and
Commander in Korea. As Colorado's Inspector General, he became well-acquainted
with Federal Information Security Management Act (FISMA) compliance
requirements. His background in large complex organizations brings a
specialized strategic outlook to the company.
Mr. Rinerson holds a Bachelor of Science from the University of South Dakota, a
Masters of Military Arts & Science from the United States Army Command
& General Staff College, and Masters of Business Administration from
Colorado State University. He holds a current DoD Top Secret/SCI capable
clearance.
